Businesses today face a growing wave of e-invoicing mandates. Whether you operate in domestic or international markets, the pressure to send and receive structured electronic invoices is real, and the deadlines are closer than you think. Peppol is the network making that possible. This guide explains what it is, how it works, and how your business can get connected.
What is PEPPOL?
Peppol stands for Pan-European Public Procurement Online. It is a data exchange network created and developed to facilitate electronic document exchange (in a structured, interoperable format like UBL or Peppol BIS) between businesses and public administrations covering B2B, B2G, and G2C transactions.
Originally established across European countries, Peppol has expanded far beyond its roots. Today, it serves as a trusted infrastructure for private sector exchanges as well, with 47 countries on the network and more than 650 certified access points worldwide, with over 6 million documents exchanged per month.
As a certified Peppol Access Point since September 2018, Symtrax enables this connectivity directly with the Compleo Invoice Platform (CIP). This allows organizations to manage Peppol compliance and electronic invoice exchange from a single, centralized environment.
What is OpenPeppol?
To maintain the integrity of the Peppol network, the standards are governed by OpenPeppol. This international nonprofit association is responsible for developing, maintaining, and implementing the Peppol specifications.
How Does PEPPOL Work?
Peppol is an open network that simplifies cross-border document exchange. To connect to Peppol, a business needs two things: a certified Access Point provider, and the capability to send and receive automated messages.
All messages must follow Peppol BIS 3.0 (Peppol Business Interoperability Specifications) format. The supported document formats include UBL (Universal Business Language) and CII (Cross–Industry Invoice), which ensure Peppol interoperability and compliance with the European EN 16931 standard

Peppol works on a 4-corner model:
- Sender – the business sending the invoice
- Sender’s Access Point – the certified gateway used to send the message
- Receiver’s Access Point – the certified gateway used to receive the message
- Receiver – the customer receiving the invoice
What is a Peppol Access Point?
A Peppol Access Point is a certified service provider that connects your business to the Peppol e-invoicing network to transmit (or receive) electronic invoices.
It converts your documents into Peppol-standard messages and routes them securely to the recipient’s Access Point for delivery.
Every business on the network is listed in the Peppol Directory called SMP (Service Metadata Publisher). This acts as a registry where senders can verify whether a trading partner is reachable on Peppol and what document types they can receive. Without this, the 4-corner model cannot function.
Peppol’s Role in E-Invoicing Today
Peppol began in the public sector, but today it plays a much broader role across B2B, B2G, and increasingly B2C transactions. With ViDA and EN 16931 shaping the EU’s move toward structured electronic invoices, Peppol compliance has now become a business requirement.
Peppol is now an important framework for interoperability across borders. It provides businesses with a standardized way to exchange invoices and other documents while helping organizations align with different national e-invoicing requirements.
Beyond Invoicing: PEPPOL for B2B Document Exchange
Peppol is not limited to invoices. It also supports the exchange of purchase orders (POs), shipping notes, catalogs, and other business documents. With a single Peppol connection, businesses can reach the wider Peppol network of trading partners without setting up separate integrations for each one. This simplifies electronic invoice and document exchange, helping businesses maintain consistent B2B operations across markets.
How to get started with PEPPOL
Getting connected to Peppol is not complicated. With CIP, you can meet all Peppol compliance requirements for both current and future customers and suppliers without disrupting your existing workflows. Compatible with any ERP, CIP transforms your outgoing/incoming documents into Peppol-compliant formats and distributes/receives them securely through the Peppol network. CIP also functions as a centralized e-invoice portal, giving your Accounts Payable and Accounts Receivable teams a single place to manage all Peppol-connected transactions, from sending to validation and final posting.
